convirtió en un importante agente económico que tutelaba el proceso de acumula-ción (Astarita, 2019).
Sin embargo, a pesar de los intentos de hacer de la renta petrolera un factor de desarrollo sostenido, la estructura económica

la renta que puede oponerse a la lógica de la producción” (Sid Ahmed, 1983:63). En este sentido, Sid Ahmed se alinea con la
postura marxista que postula la importancia del desarrollo del trabajo complejo y la produc-ción de mercancías altas en
valor agregado para poder hablar efectivamente de un desarro-llo. De un mismo modo, los neoschumpeterianos le otorgan
existe modo alguno para comprar el desarrollo tecnológico. Este exige una red de inversiones en educación, investigación y
desarrollo, y acumulación capitalista original (Astarita, 2019).
En el caso de las economías basadas en la renta, y sobre todo en la renta petrolera, la acu-mulación de la misma no es análoga
al tipo de acumulación que se origina a partir del trabajo productivo. En ausencia de una verdadera estrategia que posibilite
un desarrollo equilibrado entre las distintas ramas de la economía, la valorización de los recursos naturales e incluso su
industrialización solo conducen a la dependencia (Sid Ahmed, 1983). De esta manera, a pe-sar de haberse producido en
Venezuela un proceso acelerado de modernización técnica po-sibilitado por el boom petrolero, no es posible hablar de un
verdadero desarrollo o, en térmi-nos de Sid Ahmed, crecimiento. Los ambiciosos planes de industrialización y crecimiento
económico puestos en marcha en Venezuela —como en otras economías petroleras— no se tradujeron en un verdadero
crecimiento de la economía ya que en-tre 1968 y 1978 tuvo como contrapartida un bajo desarrollo de la productividad de los
demás sectores no petroleros (Astarita, 2019). A pesar de la enorme inyección de renta que realizó el Estado, la productividad
