Abstract

The deterioration of the environment, along with the consequent degradation of the biophysical support and the decrease in the quality of human life, is a growing concern for national and international societies. This accentuates the responsibility of states in environmental management. The Economic Commission for Latin America and the Caribbean (CEPAL) defines (1990) the environmental management of the state as a set of legislative, administrative, and operational actions carried out by the state with the aim of achieving development with environmental sustainability.


In the connection between environmental management, the concepts of sustainable development, strategic planning, and circular economy, the path taken by the management of Urban Solid Waste (GIRSU) in the Province of San Juan is analyzed. This analysis adopts a holistic approach to capture the complexity of processes and behaviors of the involved parties. The main dimensions established include: underlying logics in discourses and actions guiding the state management of solid waste; the coordination between the national, provincial, and municipal levels; as well as the linkage between different areas of the provincial government.


The methodological strategy corresponds to a descriptive-comprehensive design, anchored in a qualitative approach. In this sense, the techniques applied for information production.
